AN ACT PROVIDING INCENTIVES TO PUBLIC SCHOOL TEACHERS WHO ARE ASSIGNED OUTSIDE OF THEIR TOWNS AND PROVINCES

EXPLANATORY NOTE
Public school teachers occupy a socio-historical role and are looked up as the source of enlightenment. In recent times, however, the public school has collectively been misunderstood, neglected and even disregarded. For turning to the streets to air their grievances and seek support for their demands, they have been vilified, threatened and even treacherously handled by the government officials whose fundamental concern includes the interest of the public school teachers.
Yet, when we look into the provisions of the fundamental law of the State:
"The State shall take into account, regional and sectoral norms and conditions and shall encourage local planning in the development of educational policies and programs. "(Article XIV, Sec. 5 (1); and,
Furthermore, notwithstanding the passage of the localization law in 1996 (RA 8190) thousand teachers are still assigned very far from their towns and/or provinces. This entails additional expenses on the part of the teachers and invariably affect the quality of education.
This bill is designed to alleviate the plight of those "of out station teachers," therefore, the passage of this bill strongly recommend.
