CHED offers P30k scholarship

The Commission on Higher Education (CHED) will accept scholarship program applications for Academic Year 2020-2021 starting March 2020 to May 2020.

CHED Scholarship Programs (CSPs) is previously referred as Student Financial Assistance Programs (StuFAPs). The applications are open to high school graduates, candidate for graduation, college unit earners, passers of Alternative Learning System (ALS) and Philippine Educational Placement Test (PEPT) passers.

CHED Scholarship program aims to provide assistance to deserving and financially-incapable students preferably the Underprivileged and Homeless Citizens under Republic Act No. 7279, Persons with Disability (PWDs) under RA No. 7277 as amended, solo parents and/or their dependents under RA 8972, Senior Citizens under RA 9994 and Indigenous People under RA 8371 in finishing their tertiary studies. Referenced to CHED Memorandum Orders (CMOs), below is the complete/ultimate guide to CHED Scholarship 2020.

Basic qualifications for CHED Scholarship :

▶Must be a Filipino citizen; ▶Must have a combined annual gross income of parents/guardian not to exceed Php 400,000.00. (*in highly exceptional cases where income exceeds Php 400,000.00, the CHED Regional Office Scholarship Committee shall determine the merits of application); ▶Must avail of only one CHED scholarship or financial assistance program; ▶Must not be a graduate of any degree program

CHED scholarship grants To be a CHED scholar, an applicant must meet the specific General Weighted Average (GWA) requirements for the scholarship programs offered by CHED. These are intended to qualified applicants who will enroll in identified priority courses in duly authorized public or private Higher Educational Institutions (HEIs).

▶Full Scholarship. This is under the State Scholarship Program (SSP) and intended for the following: High school/ Senior High School (SHS) graduates whose General Weighted Average (GWA) is at least 90% or its equivalent. Graduating high school/ SHS students whose GWA is at least 90% or its equivalent in the third year/ 11th year and at least 90% in the first three grading periods of the fourth year/ 12th year. ▶Partial Scholarship. This is intended for the following: High school/ SHS graduates whose GWA is at least 85% or its equivalent. Graduating high school/ SHS students whose GWA is at least 85% or its equivalent in the third year/ 11th year and at least 85% in the first three grading periods of the fourth year/ 12th year.

▶Private Education Student Financial Assistance (PESFA) Scholarship.

This is intended for the following:

▶High school/ SHS graduates whose GWA is at least 85% or its equivalent. ▶Graduating high school/ SHS students whose GWA is at least 85% or its equivalent in the third year/ 11th year and at least 85% in the first three grading periods of the fourth year/ 12th year. ▶Tulong Dunong . This is under the Grants-in-Aid scholarship program and intended for the following: ▶High school/ SHS graduates whose GWA is at least a passing grade. ▶Graduating high school/ SHS students whose GWA is at least a passing grade in the third year/ 11th year and in the first three grading periods of the fourth year/ 12th year. ▶Students with earned units in college with weighted average is at least a passing grade for the last two (2) semesters and enrolled in identified priority courses in duly authorized public or private HEIs. ▶ALS or PEPT passers.

Financial benefits :

The package of financial assistance to scholars/grantees/borrowers shall cover the completion of a degree program. Here is the financial coverage for CHED scholars per semester:

What are the application requirements?

CHED Scholarship applicants must secure the following: ► CITIZENSHIP REQUIREMENT Certified True Copy of Birth Certificate ► ACADEMIC REQUIREMENTS High School/ SHS Graduate High school report card for incoming freshmen students eligible for college/ Grade 12 Report Card (Original or Certified True Copy) Candidate for Graduation in Senior High School Grade 11 Report Card for 1st and 2nd semester (Original or Certified True Copy) Grade 12 Report Card for 1st Semester(Original or Certified True Copy) College Students/ Applicants with Earned Units in College Certificate of Grades in all subjects in completed semesters ALS Passers Accreditation and Equivalency Test Passer Certificate PEPT Passers Certificate of Advancing to the Next Level

► FINANCIAL/INCOME REQUIREMENTS

Student applicants must also submit any of the following financial documents. ▶Latest Income Tax Return (ITR) of parents or guardian ▶Certificate of Tax Exemption from the Bureau of the Internal Revenue (BIR) ▶Certificate of Indigence either from ▶Barangay or Department of Social Welfare and Development (DSWD) Case study report from DSWD ▶Latest copy of contract or proof of income may be considered for children of Overseas Filipino Workers (OFWs) and seafarers ► ADDITIONAL REQUIREMENTS Aside from citizenship, academic and proof of income requirements, those student-applicants belonging to special group of persons shall submit certifications or identification cards issued by appropriate offices or agencies.

Submit the accomplished CHED scholarship application form together with the required supported documents directly to the CHED Regional Office where the schools that they graduated from are based. If the application is filed online, the form together with the supporting documents shall be electronically submitted to the CHEDRO concerned (in PDF format), subject to further verification against the original documents if necessary. Accomplished application form together with supporting documents may also be submitted through courier. Do I have to take and pass an exam to be a CHED scholar? No. There are no entrance exams for CHED scholarship. Just submit all the required documents. Selection criteria The availment of the type of scholarship is determined through ranking system and availability of slots. The ranking shall be used by the CHEDROs in selecting the most qualified applicants based on the requirements stated. The ranking will be made in the following percentage distribution. CRITERIA PERCENTAGE ► Academic Performance GWA - for senior high school graduates and for graduating senior high school, average of GWAs for third year/ 1st and 2nd semester Grade 11 and average of the first three grading periods of fourth year level/1st semester Grade 12 At least a passing grade in all subjects in the last two (2) semesters - for those with earned units in college ALS - Accreditation and Equivalency Test Certificate (maximum of 80 percent) PEPT - Advancing to College Level Certificate (maximum of 80 percent) 70% ► Annual Gross Income 30% Total 100% Award of full or half-scholarship will be given to qualified students based on the results of the ranking system and the distribution of slots per region for a given academic year. Additional five (5) points in the total score are given to applicants belonging to the special group of persons such as Underprivileged and Homeless Citizens under Republic Act No. 7279, Persons with Disability (PWDs) under RA No. 7277 as amended, solo parents and/or their dependents under RA 8972, Senior Citizens under RA 9994 and Indigenous People under RA 8371, after complying with all set-forth requirements. Notice of Award (NOA) After submission of documents, CHEDRO will then evaluate the applications and ranks the qualified applicants according to criteria. CHEDRO will then send the Notice of Award (NOA) to the applicant or notify the list of awardees through HEIs. The applicant then sign the NOA and send back to the concerned CHEDRO through hard copy or electronic form within thirty (30) days after the receipt of NOA. Responsibilities of a CHED scholar Once selected, a 2020 CHED scholar has the following responsibilities: Enroll in a recognized priority programs of Private Higher Educational Institutions (PHEIs) or State Universities and Colleges (SUCs)/ Local Universities and Colleges (LUCs) with Certificate of Program Compliance (COPC).

Maintain a GWA of at least 85% or its equivalent for full scholars and 80% or its equivalent for half scholars Carry a regular load per semester/term as determined by HEIs. Complete the degree program within the time frame required in the curriculum, in case of approved deferment. Secure written approval of the concerned CHEDRO in case of transfer to another HEI, in case of shift to other recognized or authorized priority programs. Non-duplication of Scholarship CHED adopts the non-duplication of financial benefits under its CSPs. Below students who are existing beneficiaries of their respective scholarship programs are not qualified to apply.

CHED Expanded Student Grants-in-Aid Program for Poverty Alleviation who are enjoying a free Tuition and Other School Fees (TOSF) privilege under RA 10931 and receiving yearly stipend under the Tertiary Education Subsidy (TES), Students enrolled in PHEIs in cities and municipalities with no existing SUCs/ LUCs but receiving both tuition and stipend allowance, Students considered as poor based on the National Household Targeting System or the Listahanan 2.0 who are either enrolled in PHEIs or SUCs/ LUCs and receiving tuition and stipend benefits or recipients of free TOSF privilege with stipends respectively, Students who are poor but are part of Listahanan 2.0 ranked according to estimated per capita income based on submitted documentation of proof of income enrolled in PHEIs or SUCs/ LUCs and also receiving tuition and stipend benefits or recipients of free TOSF privilege with stipend.
